nope..think about it like this..you have 2 pulleys,one is 7" other is 7.5"..say they are both spinning at 5k rpms,the smaller pulley has less travel across it so there for it will be spinning faster then the bigger one.if you marked the belt in the same spot in time the belt would end up lapping the other so to say because it is spending less time on the smaller pulley vs the big one..
thats why you put under drive pulleys on.it takes less power to turn the acce's on the car which intern frees up power.
im sure if you went on ls1tech you can find threads about people burning shit up with underdrive pulleys on there cars.
i would run a norm size pulley for a balancer and swap to a larger pulley on say the alt to slow the whole system down.
