You are looking for 0.540VDC +/- 0.075VDC on the TPS adjustment with the engine not running. The reading should steadily increase as you manually open the butterflies. If there is any erractic readings then your TPS is bad.
You should have about 4V at WOT. If its just under then you are fine. Nothing under 3.75 V though.
