4700K is the max before white goes into the blue spectrum range, where the light may appear brighter, but actaully dispereses more.

That is so wrong as there are cars, my wifes 96 Sebring vert comes to mind, that the fogs come on with the headlights.
It is supposed to be illegal to have have fogs on with high beams though which is why they shut off when high beams are switched on.
