Noob question, whats the thingy with the clear line going to it that the flange is bolted to.

The plate is for backpurging the welds there is gas running through the clear line. If your asking about what the fitting is its a quick connect fitting

It creates a protective barrier to prevent oxygen from polluting the back side of the weld (sugaring).
